What is an EBT Card?

EBT stands for "Electronic Benefit Transfer." EBT cards are the primary source for government-issued benefits. Government programs such as state issued food stamps - Supplemental Nutrition Assistance Program (SNAP) benefits, Women/ Infants/ Children (WIC), and Temporary Assistance to Needy Families (TANF), are all issued benefits via an EBT card.

How EBT Works

The card is similar to a debit card, as the cardholder has a specific personal identification number (PIN) that must be used when accessing their available funds. To process an EBT card, the card is run through an electronic payment system that authorizes the transfer of the card holder’s government benefits to the retailer.


EBT CardEBT systems use the same magnetic stripe electronic funds transfer technology for online authorizations that many grocery stores use for their debit card payment systems. EBT is a special application of electronic funds transfer (EFT) technology, which takes money directly from one account and transfers it to another.

EBT eliminates the cumbersome processes required by the paper food stamp system by eliminating much of the paper handling through automated accounting. By eliminating paper coupons that may be lost, sold, or stolen, EBT may help cut back on food stamp fraud. EBT creates an electronic record of each food stamp transaction, making it easier to identify and document instances where food stamps are exchanged for cash, drugs, or other illegal goods.


EBT recipients like the convenience and security. They can draw their benefits as needed instead of receiving a month’s allotment at one time. If the card is lost or stolen, it can’t be used by anyone who doesn’t know the PIN. It can easily be canceled and replaced. Many recipients have said that using EBT reduces the stigma associated with food stamp coupon use.


Banks and retailers like EBT because the automated accounting reduces labor costs. There are no coupons to sort, count, or bundle. The federal government saves time and money by moving to EBT since the process of printing, transporting, safeguarding, distributing, accounting, and destroying the printed food stamp coupons is eliminated.


Since July 2004, all 50 States, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam were operating state, city, and territory-wide EBT systems to issue food stamp benefits. The EBT card is the only acceptable way to take food stamps in all United States.

How to Get Your Business Started

For retailers to accept food stamp as payment, they must be approved by the U.S. Department of Agriculture's (USDA) Food and Nutrition Service division. Your business must get at least 50% of its sales from food stamp eligible foods, or offer at least three different types of food daily in each of the four food staple groups (grains and bread; fruits and vegetables; dairy; and meat, poultry and fish). At least two of those categories must have perishable foods.


Retailers who wish to start accepting food stamps in their store can apply online by registering for a USDA eAuthentication account. After sending in all requested documentation, allow the USDA at least 45 days to notify you of its decision.
